The Santa Lucia Preserve is a 350-unit residential and golf community located on 2,000 acres within an 18,000-acre preserve near Carmel Valley, California. WRA delineated freshwater wetlands and riparian corridors and prepared wetland and riparian mitigation plans and specifications for replacement of wetland and riparian habitat. WRA assisted in golf course design to reduce habitat impacts and developed a separate wetland and riparian management plan for the golf course. WRA analyzed endangered species issues and participated in Section 7 consultation with USFWS in conjunction with the preparation of Corps permit documents, and assisted in the preparation of a Habitat Conservation Plan for the project. WRA prepared application materials for Section 401 water quality certification from the RWQCB, Section 404 permits from the Corps, and two Section 1603 streambed alteration agreements from the CDFG. WRA designed seven new wetlands, developed water budgets, developed construction plans and specifications for the wetlands and the restoration of riparian habitat. WRA is currently monitoring the performance of the created wetlands and restored riparian habitats. WRA received a National Merit Award from the Association of Landscape Architects in 2003 for the wetland design in this project.
