Joint Water Pollution Control Project
Marshland Enhancement
This marshland enhancement project was required as an Environmental Impact Report (EIR) mitigation measure for the upgrade and expansion of the Joint Water Pollution Control Plant (JWPCP) in Carson, California. The existing marsh is a remnant marsh located on a 17.5-acre parcel adjacent to the JWPCP site. The primary project goal is to enhance the marsh by restoring the hydrology, planting native marsh vegetation, and removing invasive weeds. Other objectives are to relocate a declining riparian corridor and provide public educational opportunities.
WRA conducted a vegetation assessment, assisted JWPCP in acquiring resource agency permits, and supported JWPCP in providing CEQA documentation for the proposed work. The project involved the preparation of alternatives plans, construction documents, and specifications for the marsh enhancement and educational area. WRA also performed construction administration services and developed a maintenance and monitoring plan for the restored areas.
Deliverables:
- Schematic Marsh and Educational Area Design Alternatives
- Marsh Operational Plan
- Environmental Restoration and Management Plan
- Conceptual Design Plan
- Construction Drawings and Specifications
- Construction Cost Estimate
- Marsh Maintenance and Monitoring Plan
