WRA has worked with Edison in the planning, design, and environmental review of the project since 1994, providing lead consulting services in the development of wetland restoration plans for a 500-acre site near Del Mar, California. WRA was responsible for preparation of conceptual designs, evaluation of impacts associated with those concepts, and coordination with engineers and hydrologists in the assessment of the construction feasibility and tidal functioning of the concepts. Based on the early concepts, WRA was the lead design firm for the preparation of specific restoration alternatives reflecting a range of engineering, dredging, and habitat possibilities that met the requirements of the project objectives. WRA conducted field studies of the vegetative communities and assisted in the development of GIS map products for the project area. WRA provided important biological information during this process including specifications for revegetation and habitat creation. WRA also provided services in developing the long-term monitoring plan to determine the success of the project. WRA has conducted a jurisdictional wetlands delineation of the project area and is currently involved in developing recommendations for special status plant protection, nesting island design, and permitting activities for the project, in addition to preparing final construction documents and planting plan specifications. WRA has also conducted an assessment of existing wetland resources using an adapted version of the CRAM (California Rapid Assessment Method) methodology currently under development (Draft Version 3.0). The purpose of this study was to determine the amount of mitigation banking credits that would be available due to an increase in the functional value of the existing wetland following restoration.
