Montanera
Biological Studies, Permitting, and Habitat Mitigation
When it comes to large complex projects with multiple environmental constraints and layers of regulatory jurisdiction, the Montanera Project in Contra Costa County sits near the top of the list. As the biological consultant for the 1,000-acre residential project, WRA provided a suite of environmental services including wetland delineation, habitat assessment, species surveys, permit application, alternatives analysis, EIR review and comment, mitigation planning, and formal endangered species consultation resulting in a non-jeopardy Biological Opinion. Various regulatory and resource agency involvement that required coordination by WRA included Corps of Engineers, Regional Water Quality Control Board, California Department of Fish and Game, U.S. Fish and Wildlife Service, City of Orinda, East Bay Municipal Utilities District, East Bay Regional Parks District, Pacific Gas and Electric Company, and numerous interested citizens. WRA also provided GIS and AutoCAD data organization, analysis, and map production services and production of presentation boards and Powerpoint programs at public hearings and agency meetings. The WRA landscape architecture department prepared habitat mitigation construction and planting plans for wetlands, streams, and riparian habitats.
