Caltrans proposed improvements to a portion of Route 37 near Vallejo, California that included the widening of the highway into nearby tidal marshes. WRA was hired by Caltrans to conduct the multi-step process of environmental review and project design of the Route 37 alignment alternatives. WRA conducted sensitive species surveys according to federal and state protocols including surveys for California clapper rail, salt marsh harvest mouse, and sensitive plant species. The firm prepared an Environmental Assessment of the project area and developed mitigation measures for the project. The firm also coordinated a series of agency and public meetings on the project and the proposed restoration program.

To compensate for impacts from this project, Caltrans was required to provide 4:1 mitigation for the fill placement. A former naval housing facility called Guadalcanal Village was selected as the site for the creation of a new tidal wetland. The site is located along the Napa River and had been filled for the creation of housing in WWII. WRA was given the full responsibility for the environmental review, planning, and design for the 55-acre wetland restoration project. Following site selection, the firm handled all the habitat design work required for the wetland restoration including the coordination of seven subconsultants. The tidal breach, tidal channels, and the salt marsh areas were designed to accommodate future changes as the wetland evolved as well as to meet specific mitigation requirements.

The project was opened in 2001 and has quickly become vegetated with salt marsh vegetation. Tidal flows have supported extensive fish populations and migratory birds use the site extensively. The project has been featured in a number of news articles and publications because of its size and habitat value for the Vallejo community.
