Douglas Spicher, MA
Principal, Senior Biologist

Mr. Spicher has more than 25 years of consulting experience as an ecologist in a variety of habitats including tidal, seasonal, and perennial wetlands, riparian forest, coastal scrub, and grassland on the east and west coasts. He is also experienced in analyzing projects to determine regulatory permitting strategy with follow through preparation and submission of appropriate permit applications. He maintains excellent relationships with regulatory personnel and is effective in guiding regulatory permitting processes to completion.
Mr. Spicher acts as Principal in Charge of projects, and in addition to managing projects and staff his responsibilities include habitat assessment, mitigation and restoration planning, mitigation implementation and monitoring, wetland delineation, wetlands functions and values assessment, endangered species studies, permitting analysis and permit application preparation, preparation of CEQA Initial Studies, and responding to comments on permit applications and environmental documents (CEQA/NEPA). He has conducted numerous jurisdictional wetlands determinations under Section 404 (U.S. Army Corps of Engineers, Corps), California Coastal Act (California Coastal Commission, CCC), and McAteer-Petris Act (Bay Conservation and Development Commission, BCDC), and has successfully completed permit applications with these and other regulatory agencies, including the Regional Water Quality Control Board (RWQCB) and California Department of Fish and Game (CDFG).
Mr. Spicher has taught courses in wetland delineation, salt marsh ecology, and habitat evaluation. He has published articles and advised public agencies concerning invasive non-native plants. Mr. Spicher is affiliated with the Society of Wetland Scientists, Society for Ecological Restoration, and the California Invasive Plant Council
