Mr. Semion received his BS degree in Resource Ecology and Management from the University of Michigan's School of Natural Resources in Ann Arbor, Michigan. In his six years with WRA, Mr. Semion has managed and conducted work on projects involving wetland delineations and permitting, rare and endangered species permitting, environmental impacts assessment, eelgrass surveys and mitigation, habitat mitigation planning, implementation and monitoring, and essential fish habitat evaluation. He has performed wetland delineations in a variety of habitats across California, and specializes in delineations of disturbed and problematic sites. His other technical experience includes conducting eelgrass surveys, rare plant surveys, biological assessments, wildlife corridor evaluation, vegetation monitoring, stream habitat assessments, and native oyster bed surveys. Mr. Semion's environmental work experience prior to starting with WRA includes environmental restoration and survey work with the Golden Gate National Recreation Area and soil erosion permitting and enforcement in Washtenaw County, Michigan.
Mr. Semion has experience preparing biological documentation for the California Environmental Quality Act (CEQA) and Section 7 of the Endangered Species Act for a variety of large and small projects with widely varying levels of complexity. He has also prepared applications for Clean Water Act Section 404 and Section 401 permits, San Francisco Bay Dredge Material Management Office (DMMO) permits, and Section 1600 Streambed Alteration Agreements, as well as mitigation and monitoring plans required as part of these permits. Mr. Semion is also experienced in the use of AutoCAD, GIS, and GPS systems.
He is currently involved in and responsible for managing a number of small and large projects involving biological assessments, wetland delineations, biological permitting, CEQA documentation, wildlife corridor analysis, eelgrass surveys, and mitigation covering a wide range of biological habitats and species.
