Matt Osowski
Associate Biologist

Mr. Osowski received his Bachelor of Science degree in Biology from Loyola University of Chicago with an emphasis on ecology and environmental science. Mr. Osowski has a certification in the application and capabilities of Geographic Information Systems (GIS) from San Francisco State University. He also has training in monitoring and surveying for California Red-Legged Frog. Mr. Osowski holds current OSHA HAZWOPER 40 hour and OSHA 10 hour Construction Safety and Health training certifications.
In his career as an environmental consultant Mr. Osowski has assisted clients with federal, state and local regulatory compliance challenges in California relating to Spill Prevention, Control, and Countermeasure (SPCC), Hazardous Materials, Hazardous Waste, above and below ground storage of petroleum products; and related environmental, health, safety, and security issues. He has led stakeholder meetings for compliance program changes and rollouts. He has worked with regulatory agencies at the state and local levels in California, Oregon, and Washington on drinking water protection issues such as permitting, water system emergency response, groundwater protection, and plan review.
Mr. Osowski assists clients in meeting their project objectives within the framework of applicable local, state, and federal regulations in his position at WRA. He has experience completing permit applications for Regional Water Quality Control Board (RWQCB), U.S. Army Corps of Engineers, California Department of Fish and Game (CDFG), including Clean Water Act Section 404 permits, Section 401certifications, and supportive documentation for Section 7 of the Endangered Species Act. He has assisted with biological resource surveys and wetland delineations. Mr. Osowski has experience surveying wetlands of varying types with the California Rapid Assessment Method (CRAM).
