Philip J. Greer,

Principal, Senior Plant Ecologist

Mr. Greer has over 15 years of environmental consulting experience managing a wide variety of biological consulting services from biological resource assessments and CEQA/NEPA analysis to resource agency permitting, mitigation planning, and preserve management. He is certified as a Professional Wetland Scientist by the Society of Wetland Scientists.
Mr. Greer has managed projects in tidal, freshwater, and vernal pool wetlands, riparian areas, oak woodland, grassland, and chaparral. Many of these projects involve special status wildlife and plant species. He has planned and analyzed project avoidance, minimization, and mitigation measures under California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) guidelines. He is experienced in U.S. Army Corps of Engineers (Corps) and California Coastal Commission (CCC) wetland delineation procedures. Mr. Greer has secured project authorization for Clean Water Act, Section 404 permits and Section 401 certifications, and San Francisco Bay Dredge Material Management Office (DMMO), Section 1600 Streambed Alteration Agreements, and Bay Conservation and Development Commission (BCDC) permits for projects in Northern California. He has conducted informal consultation under the Federal Endangered Species Act (FESA).
Mr. Greer has developed riparian and wetland restoration designs including planting plans, soil specifications, and grading plans. He has conducted rare plant surveys in a variety of wetland and upland habitats. He manages monitoring and grazing for a 440-acre preserve containing over 90 acres of constructed vernal pools providing habitat for federal and state listed wildlife and plant species. Additionally, he is Preserve Manager for a 160-acre Open Space Preserve protecting listed and sensitive insect and plant species.
