Thomas E. Fraser, MS
President

Mr. Fraser is the President and Senior Plant Ecologist for WRA, Inc. He has 18 years of environmental consulting experience in both biology and project management. Mr. Fraser has extensive experience supervising and conducting biological assessments, rare plant surveys, plant community characterizations, preserve management, environmental impact analyses, multi-agency permitting, and mitigation monitoring in habitats that include marshes, vernal pools, riparian forests, oak woodlands, serpentine grasslands, chaparral, and annual grasslands.
Mr. Fraser has prepared U.S. Army Corps of Engineers (Corps) Section 404 jurisdictional wetland delineations for parcels throughout northern California in a wide variety of wetland habitats. He has prepared permit applications for Section 404 wetland fill, Regional Water Quality Control Board (RWQCB) Section 401 water quality certification, and California Department of Fish and Game (CDFG) Section 1600 streambed alteration. Mr. Fraser has experience surveying and preparing management plans for numerous listed plant species, as well as many unique California habitats. He oversees the preparation of rare plant survey reports, wetland delineation reports, wetland and riparian mitigation plans, habitat restoration and management plans, technical sections of environmental impact reports, and annual monitoring reports. Mr. Fraser also serves as Principal-in-charge and Project Manager for projects encompassing all of these regulatory issues.
