Justin Derby
Mitigation Specialist

Mr. Derby is a mitigation banking and real estate specialist at WRA, Inc. He received his Bachelor’s degree in Economics from the University of California at San Diego and his Masters in Environmental Science and Management (MESM) from the Bren School of Environmental Science and Management at UCSB. He specialized in resource economics with an emphasis in environmental markets, including carbon, water, nutrients, and habitat. Since 2007 Mr. Derby has worked as the consulting capacity for mitigation bank developers and capital partners. He has underwritten, entitled and pre-entitled mitigation bank assets across the country. Prior to his environmental real estate career he spent 5 years in commercial real estate acquisitions, finance, and brokerage.
Mr. Derby’s first foray into mitigation banking was the acquisition of two major mitigation banks servicing the Southeastern United States. Following that acquisition he aided a multi-billion dollar timber fund in its underwriting of a major portfolio of mitigation and conservation banks scattering the West Coast. While entitling banks with a variety of partners, Mr. Derby developed the skill set necessary to evaluate the feasibility of any banking project. He has worked with land owners seeking to create banks and project permitees seeking to mitigate. Mr. Derby has helped mitigation bank operators and capital partners underwrite a variety of environmental assets for acquisition, disposition, or funding opportunities. Beyond acquisitions, entitlement, and underwriting, Mr. Derby is a student of the Payment for Ecosystem Services (PES) industry, writing his Master’s thesis on burgeoning water markets in the Northwestern United States. He has been published in the Katoomba Group’s Ecosystem Marketplace, for his work on the state of investment in mitigation banking markets.
